A City Plumbing Code is the basic framework of all the different plans and structures that are required for a building that has water systems going to and from the building. Included in the code are the systems that will also supply nonflammable gas and other vacuum systems. The purpose of this code as it was founded and made by engineers and other people who are experts in it is the safety of the building and the people who live in them. New structures will be governed by the said rules, regulations and requirements that are stated in it. This means that old buildings that were erected long before the code was in place or in effect shall be reconstructed following it. Any changes, alterations and rebuilding of the older structures should be designed and framed according to the regulations and rules in it. Any existing system that preceded it shall be allowed to continue its existence as long as there is no possibility of it bringing hazard or harm to the public and degrading the said structure it is in. At the first sign of possible public hazard and danger, the government shall inspect it for validity and then propose its change or alteration to follow the current Plumbing rules and regulations. Maintenance of the water systems of residences falls on the owners of the dwellings. Owners are required to maintain all the systems to a degree that it is regularly monitored for the safety and welfare of the people in the dwelling. The commissioner of the governing body that sees to it that the rules and regulations are followed can and will require a regular inspection of every dwelling whenever he or she sees fit. For most dwellings, there is a minimum requirement for everything pertaining to the water system with regards to the size and function of each dwelling. For commercial structures, these minimum requirements need to be followed or else the plans will not be approved by the governing agency. These rules and regulations need to be followed by the engineers and architects who design the new buildings or renovate the older ones. The commissioner who oversees the government agency in charge of the City Plumbing regulations will deal with any deviation from the requirements accordingly. A suitable penalty will be exacted from the homeowner who will alter or change anything not in accordance to the ones stated in the book. Both the engineer and the architect shall also be questioned regarding the discrepancies in their designs or the changes that the homeowner may have made in the plans.
